		<description>The problem is not with regular law abiding people it is the rogue element. If you break the speed limit and kill someone, the most you gonna get is a ban and perhaps a fine, nothing compaired with the damage you have caused. I think this does not go too far, driving is a privalage and not a right! If you get done for speeding 3 times in 10 years a retest is in order surely? However, if you get done for drink/drug driving, persistant offender or even death by dangerous driving, in my view a ban for life is in order. As for the money that is lost, it can be regained by getting all cars not insured or MOT'd off the road and selling them on as parts or otherwise. At the moment it is illegal to do so and there is a whole lot of money that is being missed out on due to stupid red tape. If you can't be legal DONT DRIVE! If you choose to do so then you deserve the consequences.</description>
